Senior Technical Practice Leader
Water Resources

Enrique is a nationally recognized expert with 20 years of experience working in the United States and internationally on water resources planning, systems modeling, climate change adaptation, water-energy-climate nexus, and decision support. He has led multiple projects that take a comprehensive view of the effect of climate change on water resources systems with emphasis on solutions that promote integration of water in all stages of the urban water cycle. Enrique has co-authored the EPA/California Department of Water Resources (DWR) Climate Change Handbook and the American Water Works Association (AWWA) M71 manual on Climate Action Planning (to be released in 2019). Other technical oversight has included co-authoring technical manuals on total water management and climate change for AWWA, California DWR, and EPA and has served on regional and national committees of AWWA, the International Water Association, and the Water Environment Federation. He is currently Vice Chair of the AWWA Climate Change Committee.

The complexity of the environmental and water resources projects we execute today has significantly increased compared to how we approached things in the 20th century. We now recognized the full impacts of what we do, the resources we use, and how we dispose of—or reuse—what we perceive as waste. We need new tools and processes to solve systemic issues. I love using creativity and innovation to develop these tools and processes with my colleagues at Woodard & Curran alongside our clients and engaged stakeholders.
